The Americans with Disabilities Act (ADA) requires that floor and ground surfaces in public places be "stable, firm, and slip resistant" (Section 302.1). While floor mats are not technically classified as "carpet" under ADA (per ADA technical guidance), they must still be placed and maintained in a way that doesn't create tripping hazards — and they must meet beveled-edge requirements where changes in level occur.
